Annual Performance Progress Reports (APPRs)
What are APPRs?
An APPR is an Annual Performance Progress Report, required of state agencies to report progress toward their mission and goals. APPRs are intended to be shared with the outside world and travel with their budget through the biennial Ways and Means process. They are posted here (see right) and on each agency’s About Us page.
 

What are KPMs?
KPMs are Key Performance Measures, the indicators analyzed in each APPR. Ideally, KPMs represent the highest level, most results-oriented indicators possible and should reflect the bulk of each agency’s responsibilities. KPMs are legislatively adopted in the Ways & Means budget process each biennium.
 
Whereas KPMs account for the results coming out of each agency, agencies may use more detailed measures to manage internal processes. Internal measures are reported externally at the discretion of each agency.
 

Links To Oregon Benchmarks
Oregon Benchmarks provide societal context for state government. Benchmarks are high-level societal measures that gauge how Oregon is doing as a whole. They measure Oregon’s overall progress toward three statewide goals, which are:
  • Quality jobs for all Oregonians (economic well-being)
  • Engaged, caring and safe communities (social well-being)
  • Healthy, sustainable surroundings (environmental well-being) 
Where agency work aligns with benchmarks, state agency KPMs often represent stepping stones to Oregon Benchmark targets. Agencies self-link those KPMs to Oregon Benchmarks where pertinent.
