SUBJ:  Annual Vehicle Incident Report - FY 00
 
Attached is the latest vehicle incident report. The good news is that claims and costs have decreased from the year before. Unfortunately citizen complaints and police citations are up. Complaints and citations are indicators of poor driving behavior that leads to crashes and injuries. Driving is the most dangerous routine task that is performed by state employees.
 
Highlights:
  • State police citations continue to increase. Although we did not see the record increases from prior years, citations are still up by 28.4%.
  • In spite of citizen complaints dropping drastically in 1999, they are once again on the move in 2000, increasing by 7.5%.
  • Miles driven in state-owned vehicles continue to drop. This year the decrease is just shy of 500,000 miles or .5%.
  • State vehicle collisions dropped by 16%. The state has not enjoyed this low level of activity since 1996.
The state’s Vehicle Accident Prevention Project (VAPP) has been underway since FY97. Our goal has been to reduce collisions, crashes and injuries. We monitor workers compensation claims. We analyze auto liability claims and claims for damage to state owned vehicles. We track miles driven in state cars. And we follow up on state police citations and citizen complaints of state employee driving and vehicle use.
 
The VAPP has been renamed the Vehicle Incident Prevention Project (VIPP). We have substituted the word "incident" to emphasize our focus on "system analysis" and driver-behavior based solutions. An "incident" is defined as crashes (damage to, or caused by, a vehicle), traffic citations and citizen complaints.
 
Along with a refocus on citizen complaints and citations, we have taken a hard look at our Annual Vehicle Report. Starting this fiscal year, our vision is to:
  • Compare Agencies to Themselves.
  • Enhance Accountability.
  • Correlate the Cost of Loss with the Ability to Control Incidents.
